Scott Luginbill

Scott Luginbill joins the Wine & Spirit Wholesalers Association (WSWA) as a Vice President of Federal Affairs, following a distinguished career in public affairs and government relations spanning over 15 years.

Most recently, Scott served as Senior Advisor and Deputy Chief of Staff to Senator Jim Banks (R-IN), where he oversaw coalition development, stakeholder engagement, and strategic initiatives. Prior to his Senate role, he was a Vice President at Penta Group, where he advised Fortune 500 companies and nonprofit clients on navigating complex policy and political challenges.

Scott previously served as Director of Incumbent Retention at the National Republican Congressional Committee, helping secure the House Republican majority in 2022. He also served as Director of Congressional Affairs for Donald J. Trump's 2020 presidential campaign.

Earlier in his career, Scott spent six years as Chief of Staff and Campaign Manager to Rep. Mark Walker (R-NC), managing successful leadership campaigns for GOP Conference Vice Chairman and Republican Study Committee Chairman. He has held a host of other campaign and congressional roles.

While born in Indiana, Scott grew up in North Carolina and graduated from Wheaton College (Wheaton, IL) with a B.A. in Political Science. He resides in Washington, DC with his wife, Lauren Williams.
