21st Amendment Ratified, Prohibition Ended


December 5, 2017 marks 84 years since the United States ratified the 21st Amendment to the U.S. Constitution and paved the way for the modern three-tier beverage alcohol system.

Wine & Spirits Wholesalers of America Hires Jacob Hegeman to Serve as Vice President, Legal and Regulatory Affairs


Jacob Hegeman has joined the Wine & Spirits Wholesalers of America (WSWA) as Vice President, Legal and Regulatory Affairs. In this newly-created position, Hegeman will monitor and engage in relevant federal regulatory efforts and serve as a resource regarding federal agency actions and proposals. He will also support WSWA regulatory efforts at the state level through participation in the National Council of State Liquor Administrators, the National Alcohol Beverage Control Association and other organizations. In addition, he will monitor, analyze and provide guidance on federal and state litigation impacting the wine and spirits wholesale industry. 
“With Jake’s hiring, WSWA is continuing to meet the needs of members and the association at large by developing the in-house ability to analyze and respond to a host of state and federal regulatory and litigation-related issues,” said WSWA President and CEO Craig Wolf. “Jake’s background and regulatory expertise in the states and among executive branch agencies in the nation’s capital will well serve our members and complement our top notch team,” Wolf added.
Hegeman joined WSWA from Arlington, Va.-based Stateside Associates, a firm specializing in state and local government relations services, where he served as Vice President since 2011. In this role, he managed the firm’s regulatory division and worked on advocacy efforts with a wide array of state agencies around the country.
Prior to rejoining Stateside Associates, Hegeman served as National State Liaison at the U.S. Department of Agriculture Animal and Plant Health Inspection Service, where he worked alongside agency leadership and state officials to improve regulatory processes and enhance coordination between regulators and stakeholders. He served at the agency from 2008-2011.
Hegeman began his career at Stateside Associates in 2004 where he served four years as Senior Regulatory Counsel. In this role, he managed the Regulatory Services Division and managed numerous research and compliance projects in the energy, environment and retail issue areas. He also helped direct a workgroup of state environmental regulators working to address a range of waste and cleanup issues.
Born and raised in upstate New York, Hegeman earned his Bachelor of Science degree from Cornell University and his law degree from Tulane Law School, both with honors. He is a member of the New York State Bar and resides in Washington, D.C.
